The annual salary range for the CHRO role is $133,400 - $200,000. Placement within the range is determined by an evaluation of the candidate’s background, education and experience. Additionally, the Leadership Team at FCN is eligible annually to participate in discretionary bonus programs, as determined by FCN, which include the Years-of-Service bonus program, the Quality Performance bonus program and Performance Recognition bonus programs.

FCN is currently recruiting for a full-time Chief Human Resources Officer (CHRO) to join the FCN Executive Team in Bellingham. As a member of the Executive Team, the CHRO fulfills a key role in providing guidance and counsel in all HR related program areas in alignment with values supportive of an exceptional patient, provider and staff experience. The CHRO embodies the FCN mission of “We Take Care” and introduces programs and initiatives that grow and develop the organization’s leadership team to ensure readiness for the changing healthcare landscape.
The Chief Human Resources Officer (CHRO) is responsible for developing and executing human resources strategy in support of the overall business pan and strategic direction of the organization, specifically in the areas of organization development, talent management, succession planning, change management, performance management, learning and development, compensation and human resources operations. The CHRO provides strategic leadership by articulating HR needs and plans to the executive management team, board of directors, managers and staff.
Review and prepare HR policies and procedures. Provide policy guidance and interpretation to management and staff.
Maintain in-depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance.
Counsel and advise management on salary planning/compensation to include issues regarding internal equity, promotions, reclassifications, transfers.
Support executive leadership and managers in evaluation of workforce planning, staff recruiting and retention issues.
Provide proactive consultation to executive and line managers on issues where human resources expertise can be utilized to improve business results (coaching, counseling, career development, disciplinary actions, etc.).
Partner with the executive management team in the strategic corporate goals planning of the organization. Establish human resources objectives in line with organizational goals and objectives.
Analyze HR trends and metrics in partnership with leadership to develop solutions, programs and policies.
Collaborate with finance in administering employee benefits programs.
Support leadership and managers in identifying, evaluating, and monitoring the success of training programs. Follow-up to ensure training objectives are met.
Work closely with executive management, managers and employees to improve work relationships, build morale, increase productivity and retention.
Partner with managers and leadership to manage and resolve employee relations issues. Conduct effective, thorough and objective investigations.
Develop and maintain a communication system that assures effective flow of information, collaboration and positive work relationships.
Supervise HR staff by providing leadership, communicating job expectations, coaching, and appraising job results.
Manage departmental resources and budget.
Travel between locations will be required.
Perform other related duties, as required in order to meet business needs.

Education & Experience:
7 - 10 years of progressive Human Resources experience in all facets of HR management within an organization, preferring one of comparable size and complexity.
5 - 7 years of managerial experience.
Bachelor’s Degree in Human Resources, Business Administration, or a related field required; MBA or MA/MS in human resources or related field preferred.
SPHR or SHRM-SCP certification strongly preferred.
Healthcare industry experience highly preferred.
Physical Requirements: While performing the duties of this job, the employee is occasionally required to stand; walk; sit; use hand to finger coordination, handle or feel objects, tools or controls; reach with hands and arms; climb stairs; balance, stoop, kneel, crouch; talk or hear. The employee must occasionally lift and/or move up to 30 pounds. Specific vision abilities required include, close vision, peripheral vision, depth perception and the ability to adjust and focus.
