JOB SUMMARY
At Houston Methodist, the Sr Vice President Human Resources (SVP HR)/Chief Human Resources Officer (CHRO) position is responsible for leading the system-wide Human Resource functions to ensure all people strategies of the organization are aligned with Houston Methodist (HM) system's overall strategies. This position will ensure that all HR programs, policies, and services are designed and delivered to maximize value to managers and employees in an effective, cost-efficient manner and to ensure that HM attracts, retains, develops, and rewards a highly engaged, productive, and quality workforce. The SVP HR/CHRO position is knowledgeable of social and regulatory issues affecting the human resources health care system, and, in concert with other senior leaders, participates with management to plan, promote, and conduct organization-wide performance improvement activities. This position is part of the organization’s governing, decision-making, and strategic-planning body, participating in preparation and presentation of strategic updates to the Board of Trustees and Medical Executive Committees.
This position reports directly to the President/CEO of Houston Methodist and has responsibilities which include providing leadership and oversight of multiple areas and entities, as appropriate, driving HM’s mission, vision, values, and commitment to excellence. Demonstrating a proven record of successful strategic planning, developing long-range goals and implementation of people strategies, this position manages a diverse, interprofessional team, collaborating with stakeholders to achieve mutual goals and outcomes. Directly and indirectly overseeing management staff with the goal of enhancing professional development and personal growth, this position forms and leads internal teams, providing training and mentorship as needed. This position collaborates with all senior leadership to meet the organization’s objectives, ensuring operational initiatives are implemented and intended outcomes are achieved. This position is accountable for enhancing a culture based on I Care values and creating an environment where all employees have the opportunity to succeed both personally and professionally through hiring the best talent, retaining a highly engaged workforce, and ensuring a safe and effective work environment. This position ensures compliance with ethical and legal business practices, accreditation, and government regulations.
PRIMARY JOB RESPONSIBILITIES

PEOPLE - 20%
- Provides direction to management team to enable the effective and efficient completion of objectives. Gives timely guidance and feedback to direct report management to strengthen their specific knowledge/skill areas needed for progression. Holds direct reporting management team accountable for the development of staff to meet overall objectives in terms of quality, service and cost effectiveness. (EF)
- Identifies opportunities and takes action to build strategic relationships between one’s area and other departments to achieve business goals. Works collaboratively with stakeholders to foster a climate of open communication and mutual problem-solving. (EF)
- Develops efficient organizational structures within scope of assignment. Provides leadership for management team to maintain a competent and engaged employee group and provides recognition/commendations to achieve desired outcomes. Drives initiatives to meet or exceed threshold goal for department turnover and/or system metrics on employee engagement indicators. (EF)
- Develops and implements proactive employee relations programs and policies to create and maintain a work environment with high engagement and productivity and maintain union-free status. (EF)
- Develops recruitment and retention strategies to attract, develop and retain key talent for areas of responsibility and to build overall leadership development strategies for HM. Establishes and nurtures credibility with CEO and senior leadership team to provide HR thought leadership and assistance with organizational design and talent management strategies. (EF)
SERVICE - 20%
- Develops and implements strategic and operational/high level projects and processes. Sets clear goals, priorities and objectives for the direct report management team. Oversees multiple departments’ operations and designated projects to ensure that goals or objectives are accomplished within the prescribed time frame, providing guidance to management team to ensure the best possible delivery of service and high customer/patient satisfaction. - Drives HM service standards and activities to impact system score for patient/customer-based satisfaction, through role modeling and fostering accountability. Responsible for the overall successful operation of the direct report management team. (EF)
- Drives collaboration across the organization to identify needs and develop scalable solutions. Prioritizes objectives and implements strategies to achieve organization initiatives as part of the executive leadership team. Delegates responsibilities to direct report management, providing guidance and direction, as appropriate. (EF)
- Develops and implements comprehensive, creative short-term and long-term recruitment/ talent management strategies to ensure HM is able to attract and retain qualified staff of all backgrounds in accordance with a well-thought-out workforce planning model. (EF)
- Develops and implements effective service delivery model for HR programs/on-boarding for executives and system staff with special needs, i.e., immigration, physicians, international. (EF)
- Supports the components of the I CARE values statement as a role model for all members of the organization. (EF)
QUALITY/SAFETY - 20%
- Reviews levels of service and significant trends that impact the effectiveness of delivering patient care, critical operational objectives, or other key components within the organization. Ensures that management teams are conducting root cause analyses, as appropriate. Proactively guides management to identify prevention/risk avoidance opportunities and implements continuous improvement plans. (EF)
- Monitors and ensures organizational compliance with federal, state and local safety and environmental regulations and standards as well as accreditation requirements. Ensures direct report management monitors and/or revises the departments’ safety plan and/or any specific accreditation/regulatory required safety guidelines. (EF)
- Proactively approaches the optimization of safe outcomes and information systems by monitoring, improving and enhancing operations, identifying solutions via collaboration. Oversees the implementation of process improvements, utilizing tools such as lean and change management principles. Role models situational awareness, using teachable moments to improve safety. (EF)
- Ensures database systems and processes are accurate and timely in the provision of critical data for operations such as payroll/salary and benefits administration as well as regulatory compliance and management reporting. (EF)
- Designs, implements, and runs an efficient, highly regarded Corporate HR structure to manage effective delivery of services and programs. Ensures that HM’s commitment to quality and excellence in patient care and service is executed by involvement in appropriate committees requiring senior leadership support and direction. Ensures full compliance with legal and regulatory matters. (EF)
FINANCE - 20%
- Ensures departments’ annual operational and capital budgets align with organization’s strategic plan and are consistent with CEO, System CFO and Corporate guidelines. Uses benchmark data to support performance, costs and return on investment. (EF)
- Drives the maximization of efficiency and productivity. Leverages relationships with vendors and partners to obtain contracts that support cost-efficient operations and maintenance. (EF)
- Allocates financial, information, and human capital for improvement activities, ensuring efficient delivery of cost-effective and efficient services to patients, physicians, and hospital departments. Educates patient care team leaders on financial implications of patient care decisions. (EF)
- Develops and recommends annual operating and capital expenditures budget and ensures implementation of budgets for assigned areas. Participates in financial and operational reviews for key business units and/or programs and services. (EF)
- Develops and implements cost-effective, progressive compensation, benefits, and reward and recognition programs/policies to provide motivation and reward for effective performance. (EF)
GROWTH/INNOVATION - 20%
- Develops long-range goals and strategic plans. Deploys data and research to drive cross-business organization prioritization. (EF)
- Maintains acute awareness of market and industry trends. Implements innovative solutions for practice or workflow changes to improve system operations. Represents HM at community or professional organization meetings. (EF)
- Drives change initiatives, maintaining and sustaining effectiveness when experiencing major changes in work responsibilities or environment that support through prolonged timelines for system-level changes; adjusts effectively to work within new work structures, processes, requirements or cultures. - Initiates and executes succession plans. Conducts conversations with direct report management on the My Development plan. (EF)
- Develops and implements organizational development strategies to enhance leadership competencies and develop specific staff level training programs to align with organization’s human capital needs to drive continuous improvement and success. (EF)
- Leads the HR Strategic Innovation Committee in alignment with HM Innovation Committee (DIOP) to create efficiencies and increased effectiveness with strategic HR services. (EF)

EDUCATION REQUIREMENTS
o Master’s degree in Human Resources, Education, Organizational Development, business management or related field
EXPERIENCE REQUIREMENTS
o Fifteen years of directly related experience to include leading high-performing teams, at least twelve years in a management role; may consider current HM employee with ten years management experience in a healthcare organization of similar size and complexity
o Leadership experience to include accountability over multiple operational areas including human resources, leadership and learning, organizational development, benefits/payroll, employee relations, with a successful track record of strategic planning, change management, operational integration within a system
o Executive or senior leadership experience preferred
CERTIFICATIONS, LICENSES AND REGISTRATIONS REQUIRED
o Membership in Society Human Resources Management or related professional association/field
o SPHR/SHRM-SCP designation preferred
