The HR Consultant is responsible for the administrative, coordination, and evaluation of the Human Resource Department. Under supervision, the human resource consultant performs work of moderate difficulty in human resources and benefits administration and performs related work as assigned
ESSENTIAL DUTIES AND RESPONSIBILITIES
Maintains personnel files in compliance with applicable legal requirements. Keeps employee records up to date by processing employee status changes in timely fashion.
Prepares new-hire paperwork. Complete I-9 for new hires and maintains I-9 records. Conducts new-employee orientations; administers pre-employment tests; conducts reference checks.
Conduct benefits enrollment for new employees. Perform payroll/benefits-related reconciliations. Participates in benefits administration, including claims resolution, approval of invoices for payment, distribution of annual employee notices as required and assisting with benefits reporting requirements.
Develops, recommends and implements changes to the personnel policies and procedures in conjunction with leadership; prepares and maintains handbook on policies and procedures.
Processes personnel action forms and ensures proper approvals; disseminates approved forms.
Assists in administration of the compensation program; helps monitor the performance appraisal process.
Conducts recruitment efforts for exempt and nonexempt personnel (excluding managerial levels and above); helps coordinate the use of temporary employees; maintains applicant flow logs. Coordinates recruitment by working with supervisors to screen and interview candidates; conducts reference checking; extends job offers; conducts new-employee orientations; and employee relations counseling.
Implements and annually updates the compensation program; rewrites job descriptions as necessary; assist in conducting annual salary surveys and develops merit pool (salary budget); analyzes compensation; monitors the performance evaluation program and makes recommendations for improvement.
Assists in organizational training and development efforts.
Maintains human resource information system records and compiles reports from the database as needed.
Establishes and maintains department records and reports. Participates in administrative staff meetings and attends other meetings, such as seminars.
Recommends new approaches, policies and procedures to effect continual improvements in efficiency of department and services performed.
Ensures compliance with all federal, state and local employment laws.

Required education: Bachelor’s Degree, minimum 2 years of Human Resource experience.
Preferred Education: Bachelor’s degree in Human Resources, Business Administration, or similar field and 3 years of experience in Human Resources with knowledge of Benefits & Compensation.
